10. LABOUR AND SOCIAL WELFARE SECRETARIAT

The systematic  development of Industries commenced in the State only after World War II in 1939 –1945. Minor labour problems which arose in the earlier period were dealt with in some relevant departments, particularly in the Commerce and Industries Secretariat upto 1944. It appears that the records in question have been   separated from their relevant series and added to the records of the Labour Secretariat. 

It Was Col. Slaughter, the then Chief Commercial Superintendent, H.E.H the Nizam’s State Railways in 1941, who proposed  to Government in 1941 that a Special Labour Officer should be appointed as an experimental measure for a period of two years to bring about better labour conditions in the State and to ensure the smooth working of the legislations concerning labour. Government accepted his proposal  and appointed the first Labour Officer on 28^th September, 1941. He was  assigned with the organization of a new office for drafting or amending labour legislation and for keeping an up-to-date record of legislative enactment in force in British India. This was the beginning of the new Labour and Social Welfare Secretariat which in the year 1945, developed into a regular Secretariat, and dealt with all labour problems in this State. This helped to introduce social welfare amenities in several industries of the State. This Secretariat records are in Urdu and English. These records were transferred to Archives  in 1957.
